      <serInfo>The quarterly volume and value of commercial fisheries production by species by province are the data generated by the survey. The Fisheries Statistics Division of the Bureau of Agricultural Statistics (BAS) maintains quarterly data series since 2002. Prior to 2002, only annual commercial fisheries data were available by province by region and by species. These data were published in the yearly publication entitled Fisheries Statistics of the Philippines. 

The then Philippine Fisheries Commission published annually the statistical yearbook entitled Fisheries Statistics of the Philippines. This yearbook consisted mainly of data on volume of unloading of commercial fishing vessels derived from Fish Caught Reports submitted monthly by commercial fishing vessel operators. Summarization and tabulation of these reports were handled by the Economics and Statistics Section of the Commission. No statistical survey was undertaken for this purpose. 
However, there was the impression that commercial fishing boat operators might be under-reporting their catch because of tax-related concerns. To correct this probable underestimation of catch, a raising factor was applied to the reported volume of catch. From 1951 to 1962, a raising factor of three (3) was used and was raised to four (4) until 1968. Seemingly, this method had no scientific basis and it was found out to have many defects. Data users, both local and international, raised questions about official statistics on fisheries, particularly, catch and landings in terms of reliability and meeting the needs of planners. This situation led to the visit of Food and Agriculture Organization (FAO) Statisticians who recommended improvements in the fisheries statistical system in the Philippines.

Several innovations were introduced by the FAO Statisticians. Aside from the fish caught reports, actual survey was conducted in major landing centers in the country in 1976. The estimated monthly unloading in a sample landing center was divided by the total catch reported in the fish caught reports submitted by fishing boat operators for the same month.  The result was the correcting factor to be used for minor or non-surveyed landing centers in the province.

A survey design for commercial and municipal fisheries was developed and implemented in 1976 as pilot year.  Improvements in surveys included additional data items in the survey forms such as number of boats unloading, volume of fish landed by species, by fishing gear, by fishing ground, number of hauls made during the fishing trip, number of trips made during the month, number of fishing hours. This was done until the mid-80s.

When the mandate of collecting fisheries statistics was transferred from BFAR to BAS in 1987, actual field data collection was temporarily suspended for administrative reasons. Alternative methods of estimation were used to produce fisheries statistics in the absence of surveys. Estimates of fish production was done at national level with some indicators coming from operations centers. Regional and provincial outputs were distributed with 1985 as the baseline data.

Improvements in the survey design were implemented through the years, until the quarterly survey of landing centers was adopted in 2002. Due to budgetary constraints, this quarterly survey of traditional fish landing centers was deemed to be the most appropriate design to get the desired information on volume and value of fish production. Since then, the BAS generated statistics on fish production by quarter, by province and by region.</serInfo>

    <abstract>Commercial  fisheries is one of the three (3) sectors of fisheries, the others being  Municipal fisheries and Aquaculture. Data on commercial fisheries are collected in fish landing centers where fishermen unload and trade their catch. There are three (3) types of commercial fish landing centers, namely: the traditional, those managed by Philippine Fish Development Authority (PFDA) and Local Government Units (LGUs) and privately-owned landing centers.

The two types of survey conducted in traditional commercial fish landing centers are the monthly or probability survey, and the quarterly or non-probability survey. For monthly surveys, Contractual Data Collectors (CDCs) are hired to do the actual interview of fishermen unloading at the sample fish landing centers. In the absence of adequate funds intended for the payment of wages for CDCs, quarterly surveys are conducted by the regular staff in the Provincial Operations Centers (POCs).

The Quarterly Commercial Fisheries Survey (Traditional Landing Centers) is a survey on volume and price of fish unloaded at sample commercial fish landing centers by fishing boats with gross tonnage of more than three (3) tons. The general objective of the survey is to generate information on the quarterly volume and value of fish unloadings by species at the provincial, regional and national levels. Data are collected through personal interview of at least three (3) key informants knowledgeable on the fishing activites at the sample fish landing center. Key informants may be a fisherman, fishing boat operator, fish trader, fish broker, or barangay official.

Data on monthly volume and price of fish unloaded at the landing centers are gathered on the last week of the last month of the reference quarter.</abstract>

      <sampProc>The sampling frame used for Quarterly Commercial Fisheries Survey of traditional landing centers is the list of landing centers by province.

The quarterly survey in traditional landing centers uses stratified random sampling with the province as the domain. The volume of unloadings is the variable used in the stratification of the fish landing centers into three (3) groups, namely;
1. Stratum 1 -  the top producing fish landing centers 
2. Stratum 2 -  the major producing fish landing centers
3. Stratum 3 -  all other fish landing centers
 
The total number of traditional commercial fish landing centers in 2009 was 381. Simple random sampling is used in drawing the sample landing centers from the stratum. 
   
Allocation of number of sample fish landing centers is based on the distribution of volume of unloadings in the province. Number of samples by stratum was as follows:                
1. Stratum 1 - 100 out of 117
2. Stratum 2 - 73 out of 160
3. Stratum 3 - 27 out of 104
            
Replacement of sample landing center is allowed for landing centers with unstable peace and order situation and for hard or difficult to reach areas.</sampProc>

      <weight>A factor derived from the total number of sample fish landing centers over the number of sample fish landing centers by stratum is used to estimate the total volume of fish landed by commercial fishing boats in the province. This factor varies from one province to another.</weight>
      <cleanOps>Manual editing of questionnaires at the provincial level was needed before the electronic data processing of survey returns. Steps in data editing include the following:
a) Completeness of data items in the questionnaires
b) Correctness of unit of measurement used
c) Coding and encoding 
d) Expansion factors used

Before the results are summarized, another series of consistency and completeness check was made during electronic data processing.

To facilitate the output generation of the quarterly survey results, the Commercial Fisheries Data Generation System (Datagen) has been developed. These are MS Excel 2003 worksheets linked together to achieve the purpose of fast generation of ouput tables. Entries from the collection forms are encoded in landing center worksheets of ComDataGen of the Provincial Data Generation Worksheets. These are compiled and summarized at the Regional Data Generation Worksheets.</cleanOps>

      <dataAppr>The quarterly survey of commercial fish catch was done through interviews of key informants and results of this process were subjected to validation. Additional information were gathered from interviews of  people from government and non-government agencies and offices and other stakeholders in fisheries. Use of auxilliary information was also one way of validating data generated by the survey. Examples of these were the programs for the improvement of catch of fishermen by the Bureau of Fisheries and Aquatic Resources, record of weather disturbances and provinces affected, existing fishery laws, report or study on status of fishing grounds, etc. Comparing current estimates with the time series data was also one way of appraising survey results. Change in production is assessed if it reflects the real commercial  fisheries situation in the province.</dataAppr>

6. The Data Users/Researchers must observe security measures to prevent unauthorized access to licensed microdata acquired from the BAS. The microdata must be destroyed upon the completion of their research. Destruction of the microdata will be confirmed in writing by the Data Users/Researchers to the BAS. 
7. Any books, articles, conference papers, theses, dissertations, reports, or other publications that employ data obtained from the BAS/BAS Electronic Archiving and Network Services (BEANS) will cite the source of data in accordance with the citation requirement provided with the dataset.
8. If there are any changes or additional requirements in the orginal request, the Data User/Researcher must apply for another request. 
9. Breaches of the Data Access Agreement will be taken seriously and the BAS will take action against those responsible for the lapses if wilful or accidental.
