      <serInfo>Early publications of fisheries statistics of the Philippines integrated estimates of inland fisheries in the total municipal fish production. This is because, according to the fisheries law, the municipal fisheries include the fisheries in inland waters, as well as, those fisheries in marine waters, as long as fishing is operated with a fishing boat of not more than three (3) tons gross or no boat. 

Estimates of annual production for inland fishing were gathered through observations of the then Fisheries Regional Offices (FROs) of the Bureau of Fisheries and Aquatic Resources (BFAR). A survey form for gathering the annual production data of lakes, rivers, canals, swamps, reservoirs, etc. was distributed to all FROs. The survey form is to be completed once a year for each province by the field staff of the FROs, relying on observations made during field trips made for other purposes.  No statistical survey was done for inland fisheries till 1998.  

When the mandate of collecting fisheries data was transferred from BFAR to BAS in 1987, annual estimates of catch from inland fishing households were based on time-series data published by BFAR.  

In1997, the listing of all households engaged in inland fishing was conducted for the first time by the Bureau of Agricultural Statistics (BAS). Quarterly survey of households was implemented in the following years using the sampling frame developed in 1997. Data on volume and value of catch from inland fisheries are generated from quarterly surveys of households engaged in inland fishing.    

Time series data on quarterly volume and value of inland fisheries by province are maintained by the Fisheries Statistics Division (FSD) of the Bureau of Agricultural Statistics (BAS) since  1998.</serInfo>

    <abstract>Inland municipal fisheries include the catching of fish, crustaceans, molluscs and all other aquatic animals and plants in inland waters like lakes, rivers, dams, marshes, swamps, irrigation canals, creeks, etc. using simple gears and fishing boats some of which are non-motorized with a capacity of three (3) gross tons or less, or fishing not requiring the use of fishing boats.

Data on monthly quantity and value of catch by species by households for the quarter are gathered during the survey. The survey is implemented by the staff of the Provincial Operations Centers (POCs) of the BAS.

Despite the meager contribution of inland fisheries to the total fisheries output, fisheries statistics would not be complete without the estimates from this sub-sector. The number of households dependent on catch from inland bodies of water could not be ignored. Fish catch of the households is usually intended for home consumption. Members of the household who are involved in inland fishing are either full-time or part-time fishermen.</abstract>

      <sampProc>The sampling frame for inland fisheries is the list of all households engaged in catching fish in rivers,lakes, swamps, creeks, irrigation canals, dams, reservoirs, etc. The listing of households was done in 1997.

Using the principles of simple random sampling, sample households are drawn from the list. Number of sample households varies by province. Provincial Operations Centers (POCs) are instructed to  interview a minimum of ten (10) households every quarter. However, several provinces maintained more than 10  sample households to get a more accurate basis of estimation for quarterly volume and value of inland production. Sample households are the same throughout the year. However, POCs are given prerogative to replace sample households that stopped fishing activity.

      <weight>A factor derived from the number of total households over the sample households is used to estimate monthly production of inland fisheries in the province . This factor varies from one province to another.</weight>

Steps in data editing include the following:
a) Completeness of data items in the questionnaire
b) Correctness of unit of measurement used
c) Coding and encoding
d) Expansion factor used

Before the results are summarized, another series of consistency and completeness check is made during electronic data processing.

The processing of the results of the Quarterly Inland Fisheries Survey is part of the Municipal Fisheries Data Generation (MunDatagen) System using an Excel-based processing system. Data gathered from sample households are encoded in the provincial QIFS worksheet. These provincial worksheets are then compiled and summarized in the regional worksheets using an Excel-based processing system.</cleanOps>

      <conditions>The datasets of this study are categorized under licensed files.  Access to licensed datasets is through request and is only granted to Data Users/Researchers with a legally registered sponsoring agency (university, company, research centre, national or international organization, etc.). 

The Data Users/Researchers must agree to comply with the following:

1. Fill up a Data Access Agreement that will be provided.
2. Copies of the restricted data or any data created on the basis of the original data will not be copied or made available to anyone other than those mentioned in this Data Access Agreement, unless formally authorized by the BAS.
3. The data will only be processed for the stated statistical purpose in the agreement and not for investigation of specific individuals or organizations. Data will not in any way be used for any administrative, proprietary or law enforcement purposes.
4. The dataset must not be made to match with other datasets. 
5. The Data Users/Researchers shall not attempt to identify any individual person, family, business, enterprise or organization. If such a unique disclosure is made inadvertently, no use will be made as to the identity of any person or establishment discovered. The identification will not be revealed to any other person not included in the Data Access Agreement.
6. The Data Users/Researchers must observe security measures to prevent unauthorized access to licensed microdata acquired from the BAS. The microdata must be destroyed upon the completion of their research. Destruction of the microdata will be confirmed in writing by the Data Users/Researchers to the BAS. 
7. Any books, articles, conference papers, theses, dissertations, reports, or other publications that employ data obtained from the BAS/BAS Electronic Archiving and Network Services (BEANS) will cite the source of data in accordance with the citation requirement provided with the dataset.
8. If there are any changes or additional requirements in the orginal request, the Data User/Researcher must apply for another request. 
9. Breaches of the Data Access Agreement will be taken seriously and the BAS will take action against those responsible for the lapses if wilful or accidental. Failure to comply with the directions of the BAS will be deemed to be a major breach of the agreement and may involve recourse to legal proceedings. The BAS will maintain and share with partner data archives a record of those individuals and organizations which are responsible for breaching the terms of the Data Access Agreement and will impose sanctions on release of future data to these parties.</conditions>
