The LDF 2016 is one of the activities of LPSD to update the frame for the generation of dairy statistics in the country. This is a sequel of the previous efforts of the division in improving the list of dairy farms. The sampling frame of the current Semi-annual Survey of Dairy Enterprises was based on the results of the 2002 Dairy Enterprise Inventory Profiling (DEIP) activity. In 2010, a nationwide listing was done through the Livestock Population Survey (LPS). After five (5) years, the PSA entered into a Memorandum of Agreement (MOA) with the Philippine Carabao Center (PCC) for the implementation of "Dairy Enterprises Profiling Survey (DEPS)" project. The first undertaking was to update the list of dairy enterprises in 2015. The activity was called "Listing of Dairy Enterprises (LDE)". This was done in five (5) priority regions.

Among these priority regions, eight (8) provinces were selected. The listing activity continued as the "Listing of Dairy Farms (LDF)" in 2016 to cover the remaining barangays with dairy farms in the selected provinces. The preparatory activities were started on August 2016 while the data collection and machine processing was from October to November 2016. Series of data reviews and revalidation were conducted from December 2016 to March 2017. The final report was presented to PCC Management on June 26, 2017.
Abstract
The Listing of Dairy Farms (LDF) in selected provinces was one of the special activities of the Livestock and Poultry Statistics Division (LPSD) under the Economics Sector Statistics Service (ESSS) of the Philippine Statistics Authority (PSA). It was undertaken to provide an updated sampling frame for the generation of dairy statistics. The 2016 LDF is a collaborative activity between the PSA and the Philippine Carabao Center (PCC). The project intended to update the list of dairy farms/enterprises all over the country where dairying exists. Initially, the first eight (8) provinces were identified by the PCC with National Dairy Authority (NDA) which are the "impact zones" of the two (2) agencies for the conduct of 2016 LDF. The main objec­tive of the project was to update the characteristics of dairy farms/enterprises through a complete listing of barangays in the selected provinces of Cagayan, Isabela, Nueva Ecija, Bulacan, Batangas, Laguna, Bohol, and Misamis Orienta where dairying exists. Specifically, it aims to generate a profile of dairy farms by farm type. Information to be gathered includes farm capacity, legal status of the dairy farm and type of assistance received from the government. Moreover, it seeks to generate information on the type of dairy animals, breed of dairy animals, ownership of the dairy animal, purpose of dairy animal, number of animals on the milk line, and average milk production per head per day.

The 2016 LDF activities involved capturing "new" dairy farms and their characteristics; updating the status and characteristics of "existing" dairy farms; and de-listing of dairy farms that no longer exists. This activity covers household and commercial dairy farms in the priority provinces mentioned-above. These provinces were determined by PCC and NDA which are part of their impact zones. Dairying activity in these provinces is extensive, thus, their contribution to the total milk production in the country is very significant.

Data Processing

The processing system used in the 2016 LDF was developed by the System Development Division (SDD) of PSA. Census and Survey Processing System (CSPro), which is the programming language used in most of the PSA surveys, was utilized for this activity. Output tables including the specifications were provided by LPSD to SDD for easier tabulation of data.

Data Processors (DPs) were hired to process the data gathered. They were closely monitored by PSO staff to assure the quality of the data generated. Prior to the start of data processing, training of hired DPs was conducted by selected staff of SDD. A week after the commencement of data collection, processing of accomplished listing forms was done in the provincial offices.

Data processing includes manual and machine processing. Manual processing involves editing and checking for consistency of answers to the data items and codes provided. This was done by the Provincial Focal Person. Machine processing, on the other hand, includes encoding of data, validation of encoded data and generation of output tables.

Confidentiality
The PSA and its field personnel shall hold all data supplied by the establishments/households/individuals in confidence. The information obtained from each respondent of the census/survey or individual/establishment in administrative records shall be for statistical purposes only and not for taxation, regulation nor investigation purposes. The data shall be processed with others of the same category and shall be disseminated in summary forms or statistical tables so as not to reveal the identity of any respondent. Confidentiality of primary data collected from respondents/administrative records systems is guaranteed by Section 26 of the Republic Act No. 10625 (Philippine Statistics Act of 2013). Penalties shall be enforced to acts of breach of confidential information pursuant to Section 27 of the said Act.
Access conditions
Authorization to use this data is granted only to the client or data user and persons within its organization, if applicable. Under no circumstances shall the client reproduce, distribute, sell or lend the entire data or parts thereof to any other data user apart from himself or that of authorized employees in his organization. The PSA shall hold the data user fully responsible for safeguarding the data from any unauthorized access or use.

Before being granted access to the dataset, all users have to formally agree:
1. To make no copies of any files or portions of files to which s/he is granted access except those authorized by the PSA.
2. Not to use any technique in an attempt to learn the identity of any person, establishment, or sampling unit not identified in the dataset.
3. To hold in strictest confidence the identification of any establishment or individual that may be inadvertently revealed in any documents or discussion, or analysis. Such inadvertent identification revealed in her/his analysis will be immediately be reported to the PSA.
