This questionnaire was used in the collection of palay production for April to June 2009, standing crop as of June 30, 2009, and planting intentions within July to September 2009. This questionnaire was also used during the April 2009 Round, October 2009 Round and January 2010 Round. For every survey round, the reference quarters were changed.

Description The Memorandum on Calendar Year 2009 Palay and Corn Situation and Outlook is the third quarterly memorandum to the Secretary of Agriculture. It is a report that contains the results of the Palay Production Survey (PPS), July 2009 Round. In the July 2009 Round , the final estimates for January to June 2009 crop and the forecasts based on standing crop (July to September 2009) and planting intentions (October to December 2009) are presented. This memo is released 45 days after the reference quarter.

A similar memorandum to the Secretary of Agriculture are issued after each survey Round. The April Round 2009 PPS contains the final production estimates for January to March 2009, standing crop for April to June 2009 and planting intentions for July to September 2009.

For the October 2009 Round, the final estimates for July to September 2009, standing crop for October to December 2009 and planting intentions for January to March 2010 are presented.

The January 2010 Round presents the report on the final estimates for October to December 2009, standing crop for January to March 2010 and planting intentions for April to June 2010.

Description This is a quarterly bulletin on the rice and corn situation and outlook. The July 2009 report presents the palay situation for January to June 2009 final estimates and the July to September 2009 and October to December 2009 forecasts based on farmers' standing crop and planting intentions, respectively. These are based on the results of the July 2009 Palay Production Survey (PPS) which is conducted nationwide by the Bureau of Agricultural Statistics (BAS).

The report also includes pertinent information on monthly prices of palay, rice, corn and fertilizer; rice and corn stocks inventory, and monthly decadal rainfall. Data on prices are the results of the Weekly Cereals and Fertilizer Price Monitoring (WCFPM) of BAS. Household stock data are obtained from the Palay and Corn Stocks Survey (PCSS1) of the BAS, while data on stocks in commercial and NFA depositories are from the National Food Authority (NFA). Rainfall data are sourced from the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA).

Similar quarterly situation and outlook bulletins are released after each survey Rounds, i.e., April 2009 Round, October 2009 Round, and January 2010 Round. The release date is 45 days after the reference quarter.

Description This brief quarterly report features the deaseasonalized or seasonally adjusted rice production and price data series for the Philippines from first quarter of 2003 to second quarter of 2009 using X-11 ARIMA. The effect of season has been removed from the original data to show at a glance the trend of rice production and prices without being hampered by seasonal movements.

Similar reports on seasonally adjusted rice production and prices are published after each survey Round. The release calendar is 45 days after the reference quarter.

Description The document contains supplementary instructions in accomplishing the April 2008 Round of the PPS. The modified features of the questionnaire are as follows:

· Title of the survey - Palay and Corn Production Survey instead of Rice and Corn Production Survey; and for the particular survey for palay: PALAY PRODUCTION SURVEY instead of the RICE PRODUCTION SURVEY;

· All the rice and paddy rice term will be changed to palay except in Block H which refers to Ginintuang Masaganang Ani - RICE program;

· Only seven sample status categories will be considered instead of the previous nine categories given the detailed conditions;

· Conversion factor of palay into 14% MC;

· Utilization and disposition of palay production consider not only those disposed but also the remaining harvest to be disposed;

· Terms and concepts like palay and non-palay household, reference period, irrigated ecosystem, irrigation facility, good seeds, native seeds, dry weight, payment of loan, etc. are redefined;

Description This document serves as a data processing manual for the Palay Production Survey (PPS) July 2008 Round. It contains the procedures on system installation, accessing the system, data entry, data cleaning, generation of barangay master file and output tables. For july 2008 Round, the barangay master file will no longer be updated manually. The system was revised to include a program that will automatically update the barangay masterfile based on the clean and edited data file. Furthermore, both survey and monitoring provnces will use one updated PPS system and perform the same data processing procedures in order to generate the provincial and barangay estimates.
