From 1982 until 1991, the Bureau of Agricultural Economics (BAEcon), then the Bureau of Agricultural Statistics (BAS)conducted the survey of animals and birds slaughtered and dressed in abattoirs and dressing plants independent from the then National Meat Inspection Commission (NMIC), now National Meat Inspection Service (NMIS). However, in 1992, under the "Statistical Development and Analysis in Support of the Agribusiness Sector (SDASAS)" Project which was funded from the grant by the United States Agency for International Development (USAID), the BAS-NMIS networking on slaughter statistics was conceptualized and implemented. The NMIS monitors slaughter data from the "A", "AA" and "AAA" accredited abattoirs and dressing plants.The BAS, on the other hand, gathers slaughter data from non-accredited abattoirs and dressing plants or LGU supervised abattoirs and dressing plants.
The SADP is an establishment-based survey, hence it excludes animals slaughtered outside slaughter facility or structure. It covers four (4) major livestock commodities (carabao, cattle, swine and goat), and only broilers for chicken. It is being conducted in all provinces nationwide with data obtained from a complete enumeration of accredited abattoirs and dressing plants as well as LGU-supervised slaughter facilities. The collection of slaughter data from accredited abattoirs and dressing plants is being undertaken in collaboration with the National Meat Inspection Service (NMIS).

The frame was based on the complete list of accredited abattoirs and dressing plants provided by NMIS and the complete list of LGU-supervised abattoirs and dressing areas with slaughter facility or structure. A complete enumeration of abattoirs and dressing plants is being done.

The BAS consolidates data coming from the accredited and non-accredited abattoirs and dressing plants. The BAS reviews and verifies by looking at the available time series data. NMIS is being consulted for any abrupt changes from the previous reference quarter and ask for possible reasons for the changes. The PASO supervises the consolidation and review of slaughter data in the province. The BAS Regional Agricultural Statistics Officer (RASO) supervises the consolidation, review, and analysis of slaughter data in all provinces within the region.
The Provincial Processing Officer (PPO) of BAS is responsible in encoding the outputs from accredited and non-accredited abattoirs and dressing plants using Microsoft Excel. The PASO supervises the electronic processing of slaughter data in the province. The Regional Agricultural Statistical Officer (RASO) supervises the electronic data processing of slaughter data of all provinces in the region to come up with the regional estimates.
