    Abstract

    The general census of livestock and aquaculture( i.e. Recensement General de l’Elevage et de l’Aquaculture) in Cameroon is a national data collection operation that is organized by MINEPIA with technical support from the National Institute of Statistics (i.e. l'Institut National de la Statistique) INS. This operation aims to produce data on all types of farming and aquaculture in Cameroon and to present their characteristics taking into account the human and natural environment. Specifically, this study made it possible to:

    · List all animal species used in farming and aquaculture;

    · Produce a geo-referenced database of farms and management structures for breeding and aquaculture;

    · Categorize farms into large, medium and small in order to facilitate the formulation of targeted policies;

    · Highlight the pressure on ecological zones;

    · Characterize the resources (animal, human and natural) available by production system;

    · Contribute to the follow-up of the MDGs, in particular the eradication of poverty, the promotion of gender equality, the preservation of the environment, the development of a global partnership for development;

    · Evaluate the persistence of traditional species;

    · Evaluate the production of by-products (milk, honey, skin, etc.);

    · Contribute to the surveillance and control of animal diseases;

    · Evaluate the contribution of organic waste of animal origin that can be used as natural or fuel fertilizers;

    · Measure the role of rural communities;

    · Provide information on available livestock and aquaculture infrastructure and services;

    · Describe the observable movements of livestock;

    · Evaluate employment in livestock activities.

    The scope of the study covered the following topics:

    • Breeding of all types of livestock and poultry;

    • Breeding of breeding animals (boar, bull, ram);

    • Production of raw milk and bull semen;

    • Production of live animal products (eggs, meat, etc.);

    • Captive breeding of live non-domesticated or semi-domesticated animals, including birds, reptiles, insects, grasscutters, guinea pigs, rabbits and other fur animals;

    • Production of hides and skins, reptile or bird skins from the operation of breeding farms;

    • Farming of dogs, cats, worms, terrestrial molluscs (snails), frogs, etc. ;

    • Raising of insects or insect larvae (white worms or frock larva commonly called fouasse);

    • Beekeeping and production of honey, propolis wax (beeswax), etc.

    The data collection operations of the pilot census were carried out according to a precise schedule which lasts about 30 days. In order to carry out these data collection operations, specific personnel have been assigned to them. Its hierarchical organization is made within a framework of consultation bringing together INS and MINEPIA. As part of this collection phase, the technical body was made up of technical coordination, supervisors, controllers and enumerators. The supervisors coordinate the collection work in the selected areas. They are responsible for the administrative and financial management of the operation in their area. In addition, they ensure the smooth running of the collection work by monitoring and supervising the controllers and by carrying out unexpected raids within the teams responsible for collection in their census areas. In addition to the supervisors, the collection staff is organized into teams. Each team is made up of around ten enumerators headed by a controller. The controller ensures the proper performance of data collection work as well as the entry of this data. More specifically, he is responsible for monitoring the enumeration of all holdings in the census area, drawing up the situation plan for the census areas, monitoring and supervising enumerators, verifying questionnaires and custody of material and equipment. The enumerators enumerate in teams of two the enumeration areas and collect the data from the pastoral farms.

The management of these resources is the responsibility of the National Institute of Statistics (INS) which coordinates the National Statistical Information System. They are intended for the use of public authorities, donors, the private sector and civil society for their own activities and / or their contribution to the development of the country.

    In view of their cost, certain users will be asked to participate in making this data available to them. It is for this reason that the financial resources of the INS include, in addition to State subsidies, non-reimbursable donations and loans, a component of the sale of publications.
