    Abstract

The Food and Agriculture Organization of the United Nations (FAO) has developed a monitoring system in 26 food crisis countries to better understand the impacts of various shocks on agricultural livelihoods, food security and local value chains. The Monitoring System consists of primary data collected from households on a periodic basis (more or less every four months, depending on seasonality).

FAO conducted a household survey between 17 February and 21 March 2023 in Bangladesh through computer-assisted telephone interviews. This seventh-round survey reached 3075 households. The survey targeted all eight divisions of the country: Barisal, Chattogram, Dhaka, Khulna, Mymensingh, Rajshahi, Rangpur and Sylhet. The survey also targeted the hotspots identified in the Bangladesh Delta Plan 2100: Barind and the Drought-Prone Areas, Chars, Chittagong Hill Tracts, Coastal Zone, Cross-Cutting Area, and Haor and the Flash Flood Areas.

    Sampling

    Sampling Procedure

The survey covered all eight divisions of Bangladesh, with stratification at the division (admin 1) level. Each division represents a stratum (eight strata in total). The sample size of the household survey is based on rural population sizes derived from National Population and Housing Census conducted by Bangladesh Bureau of Statistics (BBS) in 2011. Additionally, six national hotspots from the Bangladesh Delta Plan 2100 were considered, introducing additional sampling quotas. The survey used probability sampling, specifically stratified simple random sampling, in selecting the respondents. It was conducted via CATI (Computer-Assisted Telephone Interviewing) using RDD (Random Digit Dialing) to randomly select rural households within each stratum.

    Weighting

The data was weighted using both design (sampling) weights and post-stratification weights. The weighting process involved correcting for biases from the disproportionate stratification, imposition of quotas on agricultural HHs, and non-response. Different weight types were calculated to address each of these biases. Design weights accounted for population size to adjust the sample to the actual population distribution. Population size design weights were calculated by dividing the ratio of stratum population and total population (of the country) by the ratio of stratum sample and total sample (for the country). Additionally, agricultural quota weights were applied to reflect the true proportion of agricultural and non-agricultural households in the population. The agricultural quota weights were calculated by dividing the proportion of agricultural subgroup in the stratum population by the proportion of agricultural subgroup in the stratum sample. Lastly, post-stratification weights were applied using a wealth proxy (specifically, access to sanitation) to correct for potential biases arising from varying response propensities among different sub-groups within the population. The same logic as the population and quota weights was applied to calculate the post-stratification weights. The final weight was then computed as the product of all the different weights (i.e., population weights, agricultural quota weights, and post-stratification weights).
