Agricultural Census [ag/census]
The first Agricultural Census was undertaken in Guinea in 1988/1989, and the second in 2000/2001. The National Census of Agriculture and Livestock (RNAE, Recensement National de l'Agriculture et de l'Elevage) 2020-2022 is the third conducted in the country.
Guinea's National Economic and Social Development Plan (PNDES) identified the agricultural sector as the main driver of economic growth, as well as a key pillar for reducing poverty and eliminating food and nutrition insecurity. The National Census of Agriculture and Livestock 2020-2022 collected comprehensive data on the structure of the agricultural sector in Guinea, providing a deeper understanding of this sector. This data meets the growing and urgent need for information by decision-makers and economic operators, enabling them to design and implement intervention strategies on a sound and informed basis.

Agricultural holdings
The census scope covered agricultural activities (crops and livestock production), fishing, aquaculture, and forestry. Through the community questionnaire, the scope also covered, among other aspects, basic and socio-economic infrastructure, communications networks, multifunctional and cultural socio-economic organizations, and main challenges in several production sectors (agriculture, livestock, forestry, aquaculture).
The household sector agropastoral holdings questionnaire collected data on:
The modern holdings questionnaire collected data on:
The National Census of Agriculture and Livestock 2020-2022 covered rural areas, the peri-urban area of Conakry and towns in administrative regions.
The statistical units were family agro-pastoral holdings and modern holdings. The latter were classified as operated by either a natural person or a juridical person.

The National Census of Agriculture and Livestock 2020-2022 was composed of a core module and three thematic modules on agriculture and forestry, livestock, fisheries and aquaculture.
The National Census of Agriculture and Livestock 2020-2022 used a combination of complete and sample enumeration. The core module was collected using complete enumeration, while data for the thematic and supplementary modules were collected using sample enumeration.
The frame used for the core module was the list of enumeration areas (EAs) from the General Housing Population Census that took place in 2014. It was composed of 9679 EAs, of which 6960 were from rural areas and 2719 from urban areas. The average size of EAs was 186 holdings in urban areas and 140 holdings in rural areas. The respondents identified in the core module were used as the sampling frame for the supplementary and thematic modules.
The survey estimates for the thematic and supplementary modules are representative at the prefectural level. The sampling design adopted for both modules was a two-stage probability sampling.
In the first stage, units were stratified by the 33 prefectures as strata, with the aim of achieving representative estimates for key variables. The sample was drawn independently within each prefecture using systematic sampling in the first stage, with implicit urban-rural stratification, and simple random sampling in the second stage.
For the rainfed crops module, the first stage sampling frame consisted of 7084 EAs containing 1 117 470 households engaged in rainfed crops cultivation. In the first stage, 1320 EAs, allocated proportionally in each stratum, were selected. The total sample size was estimated at 13 200 agricultural holdings at the national level.
For the module on production of fruit crops, the first stage sampling frame consisted of 7509 EAs containing 965 504 households. In the first stage, 1157 EAs were selected. In the second stage, 11 570 holdings practicing fruit crop cultivation were selected.
Two questionnaires were used to collect data for the core module:
Three questionnaires were used to collect data for the supplementary thematic modules:
The questionnaires for the core module covered 14 out of 23 essential items recommended in the WCA 2020.
A community survey questionnaire was used to collect data at the village level related to basic infrastructure (roads, water, and electricity), schools, health and socio-economic infrastructure, natural resources, etc.

The census staff included 4 trainers of trainers, 48 trainers of field staff, 80 team leaders, 800 enumerators, 16 regional supervisors, 12 digital supervisors, and 38 prefectural supervisors.
The fieldwork for the core module was carried out from May to December 2021 with an interruption from 5 September to 30 October 2021. The field data collection of the supplementary thematic modules was planned between 2022 and 2023. Census preparatory activities resumed in 2020 with funding from the World Bank Group and the French Development Agency. Preparation activities were expected to re-start in March 2020 by updating the census methodology and instruments aiming for enumeration in September 2020. Due to the COVID-19 pandemic, the signature of the agreement with the French Development Agency was delayed. With the state of emergency in the country, the government reprogrammed census activities. The pandemic delayed the deployment of experts in the field. However, the National Agency of Agricultural and Food Statistics moved forward on the finalization of administrative and technical documents (methodology, questionnaires, data collection schedule, training manuals, etc.) and procurement of equipment.
Data was collected using tablets with the Survey Solution software and through the CAPI method.
QUALITY ASSURANCE
Pre-testing of the data collection instruments was conducted to:
Several teams of supervisors were trained for the supervision of data collection activities in the field. Prefectural and regional supervisors performed supervision in the field twice a month. Digital supervisors tracked data daily and edited inconsistencies to be sent back for corrections. There were also spontaneous missions for coordination of the census led by the members of the Central Bureau of the Census. These teams went into the field once a month throughout the territory. During these supervision missions, the teams focused on the following aspects:
Data was temporarily stored to a local server in Guinea for analysis, processing, correction if necessary, and validation for transfer to the final database. SPSS and STATA software were used to process the data sent to the server.
DATA PROCESSING NOTES
Direct data capture was ensured by the CAPI method. Data was transferred in real-time to the Survey Solutions server platform in the cloud. Data was then transferred to a local server in Guinea using a computer program developed to automate, organize and facilitate the operation.
