    Series Information

    The first Renewable Natural Resources Census in Bhutan was conducted in 2000 followed by the second in 2009. The Renewable Natural Resources Census 2019 was the third census in Bhutan.

    Abstract

    The objectives of the census are to establish a reliable database of Bhutan's farmers and farm holdings; to establish a statistically sound system of data collection for the renewable natural resources sector; and to meet data requirements and provide baseline data on this sector. The census will generate a wealth of information that will enhance the understanding of agricultural operations within the economy and evidence-based decision-making for the development and implementation of effective policies and programmes in the renewable natural resources sector.

    Geographic Coverage

    The Renewable Natural Resources Census 2019 covered agricultural holdings in the rural and semi-urban areas of the country.

    Universe

    Statistical units were the agricultural holdings engaged in renewable natural resources' production activities, such as households, institutions, cooperative entities, etc. The agricultural holding was defined as an economic unit under single management comprising all livestock kept, and all land used wholly or partly for agricultural production purposes, regardless of the ownership. Single management may be exercised by an individual or household, jointly by two or more individuals or households, by a clan or tribe, or by a juridical person such as a corporation, cooperative or government agency (e.g. Bhutan Livestock Development Cooperation Limited).

    Units engaged in agricultural activities in towns, schools, and military barracks were excluded from the census.

    Sampling Procedure

    The list frame of households for the Renewable Natural Resources Census 2019 was built from the frame developed for the Population and Housing Census of Bhutan 2017, and the frame maintained by the Gewog (subdistricts) extension officers.

    The census was conducted using complete enumeration.

    Questionnaires

    Data was collected using one electronic questionnaire. The Renewable Natural Resources Census 2019 questionnaire covered all 23 essential items recommended in the WCA 2020.

    • January to December 2018, for land use, land tenure, irrigation, use of fertilizers, agriculture machinery and equipment, labour, main source of income, forestry and production data for both agriculture and livestock

    Data Collection Notes

    Data collection was done through computer assisted personal interviews (CAPI) using mobile devices, such as tablets, laptops, or smartphones.

    QUALITY ASSURANCE
    To ensure data quality, the utmost attention was paid particularly to census operations, starting from the design of questionnaire and manuals; the standardization of enumerators' training, monitoring of field work, data validation and cleaning; data tabulation; and the writing of the report. A post-enumeration survey was conducted by selecting a few households at random from every Gewog and then a telephone interview was carried out to validate information.

    Data Editing

    The data collection through CAPI enabled headquarters to receive data online and directly to the server. Data validation and cleaning were performed instantly, which also reduced the time incurred for data processing. The field data collected through CAPI were processed using STATA with a detailed tabulation plan.
