    Abstract

    The Food and Agriculture Organization of the United Nations (FAO) has developed a monitoring system in 26 food crisis countries to better understand the impacts of various shocks on agricultural livelihoods, food security and local value chains. The Monitoring System consists of primary data collected from households on a periodic basis (more or less every four months, depending on seasonality). FAO launched a Round 4, computer-assisted telephone interview survey from 11 February to 1 March 2023 in Nigeria and reached 1418 households. Data collection took place at the beginning of the lean season across five states: Adamawa, Borno, Katsina, Yobe and Zamfara.

    Surveys are designed based on country-specific needs, objectives, and constraints. They aim to achieve a 10 percent margin of error, a 95 percent confidence level, administrative-level granularity, and sufficient sample sizes for key target populations, including agricultural households.

    Five states were included in the sample: Adamawa, Borno, Katsina, Yobe, and Zamfara. The sample comprises panel respondents, with additional respondents recruited through Random Digit Dialing (RDD) to meet target sample sizes where needed. Panel respondents were randomly selected from either Round 2 Face-to-Face (R2 F2F) surveys or Round 3 CATI-RDD surveys. Quotas were set to reflect the expected proportion of agricultural households in the population, based on state-level agricultural population estimates from WFP’s Essential Needs and Nutrition Assessment (ENNA), conducted in northeastern and northwestern Nigeria (excluding Internally Displaced Persons) in February 2021.

    Weighting

    To correct potential biases introduced during sampling and ensure that survey results are representative, a multi-step weighting approach was applied:

    • Base Weights: Regional base weights were first calculated at the first administrative level (ADM1) to reflect the probability of selection within each state. These base weights adjust for differences in sample sizes across regions and ensure proportional representation.
    • Adjustment for Agricultural Households: Given the focus on agricultural households, the base weights were further adjusted using the estimated proportion of agricultural households at the ADM1 level. This adjustment accounts for the over- or under-representation of agricultural households in the sample relative to their expected distribution in each state.
    • Post-Stratification Weights: Due to the lack of reliable post-stratification variables at the ADM1 level, national-level (ADM0) benchmarks were used for post-stratification. Specifically, access to flush toilets at the ADM0 level was applied. This variable was chosen as a proxy to align the sample more closely with the broader population in terms of socioeconomic status and living standards.
