Agricultural Census [ag/census]
The first Census of Agriculture in Japan was conducted in 1929 and the second in 1950. Forestry data has been collected since the Census of Agriculture and Forestry 1960, and then, every ten years. Since 1995, the Census of Agriculture and Forestry has been conducted every five years.
The Census of Agriculture and Forestry aims to collect information on the structure and changes to the agriculture, forestry, and rural communities to provide statistics that are key for planning, formulation, and promotion of agricultural and forestry policies.

The Census of Agriculture and Forestry 2020 covered the entire country, except for holdings in Okuma and Futaba Town in Fukushima Prefecture (evacuation order areas).
The statistical unit for the Census of Agriculture and Forestry 2020 was the agriculture and forestry management entity (AFME), defined as the entity that produces agriculture or forestry products, or that is engaged in agriculture or forestry operations under consignment agreements.

Among AMEs two types of entities were distinguished: individual management entities and organized management entities.

The frame for the Census of Agriculture and Forestry 2020 was based on the list of AFMEs, after correcting it with administrative information. This list contains the names and addresses of individuals and organizations that are possible AFMEs. The census was conducted as a complete enumeration of the holdings in the sampling frame meeting the threshold requirements.
Three questionnaires were used for data collection of the Census of Agriculture and Forestry 2020:

Approximately 141 000 enumerators and 10 000 supervisors were engaged in census operations for the collection of data from agricultural and forestry management entities (for holding-level data collection). Fifty-eight branch offices were in charge of conducting and inspecting the survey in rural areas (for community-level data collection).
The information from the AFMEs was collected via self-enumeration. Census questionnaires were dropped off at the respondents' addresses and collected by the enumerators or completed on-line. If enumerators had trouble visiting respondents (due to the outbreak of livestock infectious disease, etc), questionnaires were sent by mail.
The survey of rural areas in municipalities was conducted via self-enumeration using the mail-out/mail-back method or on-line (via e-mail). The survey of rural areas in rural communities was conducted via Computer Assisted Telephone Interviews (CATI) other than via mail-out/mail-back and on-line.
QUALITY ASSURANCE
Strategies to ensure data quality were: training of enumerators and municipalities, responses to inquiries, reminders to non-respondent, and outlier checks.
The program for data validation and tabulation was developed and operated by the Ministry of Agriculture, Forestry and Fisheries.
