    Series Information

    The Annual Agricultural Survey (AAS) is a sample survey conducted during Senegal's main agricultural season (from July of year n to June of year n+1). Its primary objective is to provide information on the country's main rainfed agricultural production.

    Since the 2017–2018 agricultural season, the adoption of the modular AGRIS methodology, followed by the implementation of the 50x2030 Initiative, has expanded the survey's scope to include non-rainfed agricultural activities carried out by agricultural households, such as livestock, horticulture, fisheries and aquaculture, and agroforestry. It has also enabled the integration of technical, economic, environmental, and social dimensions of agricultural holdings.

    In addition to the core module, which is conducted annually to collect data on agricultural production and input use, thematic modules are implemented on a three-year rotating basis.

    Abstract

    In its current design, the Annual Agricultural Survey (AAS) covers all regions and all 45 departments of Senegal. It is an annual statistical operation whose overall objective is to estimate the production levels of the country's main agricultural commodities produced by family agricultural holdings.

    The survey also collects information on the physical characteristics of cultivated plots, including geolocation and area, as well as on key agricultural investments made on these plots, such as agricultural inputs, crop management practices, and soil management and restoration activities. The main indicators produced include crop yields, cultivated area, production levels, and the means of production.

    Following the modular approach, the 2024–2025 edition of the AAS includes the Income, Labour and Productivity (ILP) module. In addition, the 50x2030 core questionnaire collects the data required to produce Sustainable Development Goal (SDG) indicator 5.a.1, while the ILP module provides data for the calculation of SDG indicators 2.3.1 and 2.3.2.

    Geographic Coverage

    The Annual Agricultural Survey covers all 45 departments of Senegal. However, for confidentiality and anonymization purposes, the original Department variable has been replaced in the public-use dataset by an Agroecological Zone variable, which groups departments into broader agroecological areas. The Region variable has been retained in the anonymized version of the dataset.

    Sampling Procedure

    The Annual Agricultural Survey (AAS) is based on a two-stage sampling design, where the primary sampling units (PSUs) are census enumeration areas (EAs) and the secondary sampling units (SSUs) are agricultural households, as defined in the 2023 General Population and Housing Census.

    In line with the expansion of the survey scope recommended under the 50x2030 Initiative, the sampling design incorporates first-stage stratification derived from the second-stage stratification, in order to better capture the diversity of agricultural activities and improve estimation efficiency. Although less efficient than an independent first-stage stratification, this approach was adopted due to the lack of relevant auxiliary variables in the 2023 census sampling frame to effectively discriminate among enumeration areas.

    Stratification was based on the relative importance of the main agricultural activities (in terms of the number of households) identified in the 2023 census, namely rainfed crop production and livestock.

    Three strata were defined as follows:

    • Rainfed crops only: households engaged exclusively in rainfed crop production;
    • Livestock only: households engaged exclusively in livestock activities;
    • Rainfed crops and livestock: households engaged in both rainfed crop production and livestock activities.

    The sample size of agricultural households was determined at the departmental level (survey domain), targeting a relative error of 10 percent for the main indicator. Allocation of the sample across strata within each department was carried out using the Bankier (1988) method, as described in the methodological guidelines on master sampling frames (pp. 79–81) of the Global Strategy to Improve Agricultural and Rural Statistics (GSARS).

    At the national level, the initial theoretical sample size was 7278 households, distributed across 1456 physical enumeration areas, with 5 households selected per enumeration area. Following the listing operation conducted in the selected enumeration areas, adjustments were made to account for actual EA sizes, resulting in a final sample size of 6947 households.

    Deviations from the Sample Design

    Adjustments were made to the sampling design based on the response rate at each phase.

    Response Rate

    First phase: A sample of 7278 households was selected, of which 6947 were successfully surveyed, corresponding to a response rate of 95 percent.

    Second phase: A sample of 6947 households was selected, of which 6880 were successfully surveyed, corresponding to a response rate of 99 percent.

    Supervision

    Several technical, organizational, and logistical difficulties were observed:

    • Technical issues: enumerators reported problems related to

      • faulty Garmin GPS devices
      • malfunctioning tablets
      • difficulties in capturing geographic coordinates on some tablets
      • network coverage issues
    • Organizational issues: across the different supervision levels

      • the absence of some enumerators during supervision periods for various reasons
      • continued cases of refusal, non-response, and sometimes respondent fatigue, especially in large urban areas
      • communication issues between enumerators and the local supervision system (feedback reporting problems, including cases of untraceable households)
      • overlapping activities of some enumerators enrolled in the National Register of Enterprises (RNE)
      • the absence of some households despite scheduled appointments, often requiring repeated visits
    • Logistical issues:

      • some enumerators faced mobility constraints due to a lack of properly functioning motorcycles
    Data Collection Notes

    At the regional level, the 14 Regional Directors of Rural Development (DRDRs) and regional supervisors (statistical officers within the DRDRs) are responsible for:

    • supervising the recruitment of enumerators and refresher training sessions;
    • receiving and distributing survey materials (training materials, tablets, supplementary questionnaires, fuel allocations, etc.);
    • facilitating the centralization of equipment (tablets, chargers, etc.) at the regional level at the end of field operations;
    • overseeing the consolidation of collected data (verification, consistency checks, etc.);
    • informing regional and national authorities on the implementation of survey operations.

    At the departmental level (Departmental Rural Development Service, SDDR), covering all 45 departments, departmental supervisors (Heads of Departmental Services) are responsible for:

    • assisting regional supervisors in their duties;
    • supervising the preparation and implementation of the survey plan;
    • assigning enumeration areas (EAs) and households;
    • facilitating data control and correction;
    • backing up data files on a computer;
    • participating in data consolidation at the regional level;
    • ensuring proper management of equipment.

    The 45 departmental controllers are responsible for:

    • assisting departmental supervisors in their duties;
    • implementing the survey plan;
    • monitoring field data collection operations;
    • proposing corrective actions for data collection activities (observation points, data collection setup, etc.).

    The 168 enumerators are responsible for:

    • informing local authorities about the survey operation;
    • identifying selected households with the support of local authorities;
    • administering the various questionnaires;
    • submitting completed questionnaires for validation by the controller;
    • working closely with controllers to ensure data verification, correction, and backup (data are saved on the controller’s/supervisor’s computer at every opportunity to prevent data loss).
