    Series Information

    The first Census of Agriculture in the Lao People's Democratic Republic was conducted in 1998/1999, the second was in 2010/2011, and the third in 2019/2020.

    Abstract

    The information collected during the Census of Agriculture 2019/2020 is of the utmost benefit for monitoring changes in the structure of agriculture over the years; planning improvements to the agricultural data collection-reporting process; creating indicators of agricultural statistics; and monitoring the implementation of national social-economics development plans and sustainable development plans. The design and scope of the data collection by the census was based on the guidelines set out by the World Programme for the Census of Agriculture (WCA) 2020.

    The census covered urban and rural areas of the country.

    Universe

    The statistical unit was the agricultural holding, defined as the unit that carries out agricultural production that includes animal production and the partial or total use of the land for agricultural production, regardless of the type of production, the type of organization or the size of production. Production management can refer to households, group of households, joint venture between individual and business, business unit or government unit. The land ownership may comprise one or more parcels within the same or different territory (based on the World Programme for the Census of Agriculture 2020). Two types of units were considered in the census 2019/2020:

    • Farm households
    • Agribusiness

    The following thresholds were established for the farm household in the census 2019/2020: (i) the household operated at least 0.1 ha of agricultural land or (ii) raised at least five cattle, 10 pigs and goats, or 50 or more poultry at the time of the census.

    Sampling Procedure

    Household listing (phase I) was conducted with complete enumeration to establish an up to date sampling frame.

    Census data collection (phase II) employed stratified two stage cluster sampling to select farm households for interviews. In the first stage, a sample of 2552 villages was selected using simple random sampling without replacement in each of the four strata: urban, rural with small agriculture land, rural with medium agriculture land, and rural with large agriculture land.

    In the second stage, a sample of 16 farm households were selected in each village using simple random sampling without replacement from the list of farm households identified during phase I. The final sample size was 40 832 farm households.

    Weighting

    Weighting adjustments were applied to the sampling weight to reduce the bias caused by non-response.

    Questionnaires

    A short-long questionnaires approach was used in the census 2019/2020. For the household listing (phase I), a short questionnaire was designed to register households and to collect information regarding general characteristics, agricultural tenure and business operation.

    Further, a community questionnaire was used to collect village information and access to services.

    For data collection (phase II), a long questionnaire, comprising 12 sections, was designed.

    The census questionnaire covered 21 items out of the 23 essential items recommended in the WCA 2020.

    Time Method

    Reference day:

    • Day of the interview for the identification of the holder, household members, livestock heads, machinery, etc.

    Reference periods:

    • From 1 November 2019 to 31 October 2020, for the area of the holding, irrigation, crops, fishery and aquaculture, methods of cultivation, use of fertilizers and pesticides, etc.
    • The last 12 months from the day of the interview for labour, food security, environmental management, and forestry

    Data Collection Notes

    The data collection in the listing phase was conducted by 4435 district officers. The census personnel included 595 field enumerators who were staff from the District Statistics Office, the District Office of Planning and Investment, and the District Office of Agriculture and Forestry. There were 281 supervisors at the central and local levels. The supervisors at the central level were representatives of Lao Statistics Bureau and the Ministry of Agriculture and Forestry, whereas the supervisors at the local level were from Provincial Statistics Centre, the Department of Planning and Investment, the Department of Agriculture and Forestry, and the Department of Finance.

    The census was conducted in two phases:

    • Phase I: complete enumeration of all villages and households. A short questionnaire was used to collect household information.
    • Phase II: sample enumeration with a long questionnaire was adopted to obtain detailed data on agriculture.

    During the first phase, the PAPI method was used to collect data, and manual data entry was carried out through a Census and Survey Processing System (CSPro) application. During the second phase, CAPI was used for data collection using tablets equipped with CSPro. Field data was transmitted to the Lao Census Bureau using File Transfer Protocol (FTP) using Microsoft SharePoint, and data was backed up daily.

    QUALITY ASSURANCE
    The provincial steering committee and district level staff carried out extensive overseeing and inspections. Census staff and inspectors were well trained and coordinated in the field. During data processing, information was systematically verified both qualitatively and quantitatively. Consistency checks were performed with other sources of information. Sampling errors were estimated.

    Data Editing

    The use of CAPI allowed data to be received online directly into the servers of the Lao Statistics Bureau. Provincial and district levels inspectors with the census team verified that data was submitted daily. Inspectors at the local level double-checked for and detected erroneous data, which was then resolved by census staff.

    Subsequently, data editing was carried out in three steps:

    • Step 1: checking the database's completeness and the number of answers per unit, response categories and key code duplication
    • Step 2: revision of the accuracy of the responses, the consistency of the answers, and outlier identification
    • Step 3: correction and replacement of incorrect data

    Data processing and editing were carried out using STATA.
