Agricultural Census [ag/census]
The first nationwide Census of Agriculture in Paraguay was undertaken in 1942-1944. Following censuses were carried out in 1956, 1981, 1991, and 2008. The National Agricultural Census (Censo Agropecuario Nacional) 2022 was the sixth census to be conducted in the country.
The objective of the National Agricultural Census 2022 was to collect detailed and high-quality data on the structure of agriculture to meet user demand for data and support the development of national agricultural policies.

Scope
The census scope covered agricultural activities (crops and crop production, and livestock) and forestry.
The census questionnaire collected information on:

- Agricultural services
The community questionnaire collected information on:
- Geographical location
- Community data (land tenure and resources)
- Village data
Coverage
The National Agricultural Census 2022 covered the entire country, except for areas designated as national parks, and urban and suburban areas, which were not considered part of the census frame.
The statistical unit was the agricultural holding, defined as an agricultural property which includes all land used wholly or partly for agricultural, livestock or forestry purposes and managed by one person alone or with the help of others, regardless of title, legal form, size or location. The definition does not limit the extension of the property, and it may be known under different names: farm, ranch, property, establishment, hacienda, dairy farm, farm, plantation, exploitation, etc. Furthermore, indigenous communities were considered as additional statistical units for which few items were collected in a separate questionnaire.
The census covered all statistical units above any of the following minimum size limits:
- 0.1 ha of temporary crops, commercial orchards and/or permanent crops (fruit trees and permanent industrial crops in regular plantation), or flowers and/or ornamental plants including greenhouses, for commercial purposes;
- 3 adult bovines (weaned);
- 5 sheep, goats, or pigs (weaned);
- 100 roosters, hens, chickens, chicks, ducks, guineas fowls, turkeys or geese;
- 10 beehives;
- 500 m2 of area of aquaculture for commercial purposes;
- 2 ha of forests for commercial purposes.

Sampling
A census frame of rural households was developed by the General Directorate of Statistics, Surveys and Censuses using georeferencing, and updated with satellite images. These georeferenced points made it possible to estimate the probable number of observation units and agricultural holdings within each intervention area (enumeration area, district, and department).
For larger holdings a frame was developed using the Directory of Large Holdings, a list of agricultural holdings with more than 500 ha was updated by the Coordination of the Directory of Large Farms under the supervision of the Department of Statistics, based on information from the National Service for Animal Quality and Health (SENACSA) Registry, Private Sector Registry, and the Sub-Secretary of State for Taxation.
The National Agricultural Census 2022 was conducted as a complete enumeration of all agricultural holdings in the country meeting the threshold requirements.
Survey instrument
Two questionnaires were used in the National Agricultural Census 2022: a complete questionnaire for civil and juridical persons and a short questionnaire for indigenous communities.
The complete questionnaire covered 20 out of 23 essential items recommended in the WCA 2020. The indigenous community questionnaire was used to collect data on community characteristics such land area, forest area, land tenure, land area for livestock, main purpose of production, etc.

Reference day:

Census activities involved a total of 3715 staff including one national coordinator (Director of the Directorate of Agricultural Censuses and Statistics), 1 operational coordinator, 17 departmental coordinators, 17 department heads, 234 district heads, 441 supervisors, and 3004 enumerators.
Data collection was carried out through CAPI using tablets. The electronic questionnaire was developed using the Survey123 application incorporated in the ArcGIS platform. The IT Department and the Department of Censuses and Surveys, both from the Directorate of Agricultural Censuses and Statistics, were responsible for the development of the system.
QUALITY ASSURANCE
The Communication Division of the Directorate of Agricultural Censuses and Statistics was responsible for the communication and awareness plan focused on the massive use of social media and radio.
The implemented GIS platform allowed the construction of an integrated census management and monitoring system that had the objective of monitoring and controlling all the processes related to the management of the activities corresponding to each stage of the National Agricultural Census, and to ensure the coverage and quality of the operation, using integrated technological tools. During November 2021, a pilot census was conducted to evaluate all census stages from planning to the publication of the results. A Post-enumeration Survey (PES) was carried out to assess census coverage and content, with a net coverage error of three percent.
Data processing
Once the data capture was completed and sent to the server (or to the cloud), the system automatically generated the progress of capture by enumerator and by district. Both the enumerator and the supervisor were allowed to access the server to carry out their respective verifications and corrections. The questionnaires verified and accepted by the supervisor were transmitted to the final database. The tabulation plan was prepared by the Department of Statistics considering the comparability with previous agricultural censuses. This activity included a tabulation plan for the preliminary report, three general volumes, and the report of indigenous communities.
DATA PROCESSING NOTES
Since census data was captured using CAPI, the first validation was incorporated into the electronic census questionnaire, which allowed the enumerator to correct inconsistencies at the time of data collection by interacting with the respondent. The Department of Statistics of the Directorate of Agricultural Censuses and Statistics defined the data quality and consistency criteria through a validation plan considering the:
- Design of the electronic census questionnaire
- Application generated by the platform that incorporated the validation rules
- Data storage platform
The same Department supported the use of a computer platform for capturing field data, which also served to monitor field work, validation and debugging of the information collected. Supervision and control were carried out in the field and in the office.
