    Series Information

    The very first Agricultural Census in Spain was conducted in 1962, in observance of the 1957 General Census Law prescribing a nationwide agricultural census to be taken every ten years. Data included in the Report on the 1930 World Census of Agriculture were extracted from current statistics. The second and the third General Agricultural Censuses were undertaken in 1972 and 1982 respectively, while the fourth was conducted in 1989 instead of 1992, to meet the European Union regulations concerning agricultural surveys. The Agricultural Census 1999 was the fifth census conducted in the country.

    Abstract

    The objective of the Agricultural Census 1999 was to collect data on the structure of the agriculture and to meet national statistical needs, maintaining as far as possible the trend of previous censuses. While strictly complying with norms of the EU community surveys programme on the structure of agricultural holdings, this allowed the comparability of the series and the study of Member States' results.

    Coverage

    Geographic Coverage

    The census covered the entire country, i.e. the 50 mainland provinces, the insular provinces of Canary and Balearic Islands, and the towns of Ceuta and Melilla.

    Universe

    The census covered all agricultural holdings, either managed by physical or juridical persons, without regard to the destination of agricultural production.

    Agricultural holding was defined as a techno-economic unit for agricultural production under single management, characterized by the utilization of the same production means (workers, machinery, etc.). Two types of holding were identified: with land or without land. Holdings with land are those reporting a total area of at least 0.1 ha. Holdings without land are those with less than 0.1 ha of total area, whether located in rural or urban areas, but having at least one of the following:

    • 1 head of cattle
    • 2 horses, asses, mules or pigs
    • 6 sheep or goats
    • 50 chickens or other poultry
    • 30 female rabbits
    • 10 beehives

    Sampling Procedure

    The 1999 census mainly followed the methodology used for the 1989 census. A complete enumeration of all holdings was carried out.

    An initial frame register was set up, with the title Directory of Holders of Agricultural Holdings, made up of administrative information from the Ministries of Economy, Labour and Social Security and Agriculture, Fisheries and Food. To eliminate duplicates, the records were first checked against the Taxation Identification Number (NIF) or the National Identity Document (DNI) of the holders. The resulting list was then reviewed by the National Institute of Statistics's 52 provincial offices.

    After the data entry, the entire information control and checkup was centralized at a single office, whose specially appointed staff appropriately sorted and stored the questionnaires.

    The computerised processing was structured into several consecutive phases:

    1. Detection and listing of coverage errors (duplicates, incorrect identifications, etc.)
    2. Correction of errors in phase 1
    3. Detection and listing of internal consistency errors in the questionnaires (partially missing data in a questionnaire, inconsistent data and check on the rank and availability of quantitative variables)
    4. Correction of errors in Phase 3
    5. Automatic imputation of residual errors
    6. Analysis of the imputations performed
    7. Calculation of aggregated variables and evaluation of results
    8. Creation of final files and tables of results
