The information collected focuses on the following key areas: data assessing the current socio-economic status of rural areas; the status of agricultural, forestry, and aquaculture production; and the results of implementing certain targets of the National Programs on the industrialization and modernization of agriculture and rural areas, and the construction of new rural areas.

    Coverage

    Geographic Coverage

The Rural, Agricultural and Fisheries Census 2016 covered the whole country.

    Universe

The following statistical units were covered in the census:

    • Households in rural areas
    • Households in urban areas engaged in agricultural, forestry and fisheries activities
    • Agricultural, forestry and fishery farms above an established threshold
    • Communes

All households in rural areas and households engaged in agriculture, forestry and fisheries activities in urban areas were covered by the census. Whereas minimum size thresholds were applied for agricultural, forestry and fishery farms.

Census results also included information on agricultural, forestry and fisheries enterprises and cooperatives. Enterprise is defined as an economic unit that performs independent economic accounting, has its own legal person status, and is established under the Enterprise Law, the Foreign Direct Investment Law or under the Agreement signed between the Government of Viet Nam and foreign government. These data were collected using the Enterprises Survey 2016, conducted by the General Statistics Office.

The thresholds to identify as a crop farm and aquaculture farms were:

    • 3.1 ha for the South East and Mekong River Delta
    • 2.1 ha for the rest of provinces
    • Output value of goods reached 700 million Vietnamese Dong (VND) in 2010 (approximately USD 35 000)

The threshold to identify as a livestock farms was:

    • Output of goods of one billion VND in 2010 (approximately USD 50 000)

The threshold to identify as a forestry farms was:

    • Minimum area of 31 ha and the average output value of goods of 500 million VND/year (approximately USD 25 000)

    Sampling

    Sampling Procedure

A combination of complete and sample enumeration was used for the census.

The holdings that were completely enumerated were: rural households; agricultural, forestry and fisheries households in urban areas; farms; and People's committees of communes (using Forms 01-03 as specified below in the subsection "Questionnaires").

Sample enumeration was used to collect additional, in-depth information on household economics from rural households (using Form 04).

The frame for the sample component of the census was built using the master sampling frame provided by the Population Inter-Census in 2014.

Two stage-systematic sampling was used for the sample selection. At the first stage, enumeration areas (EAs) were selected with probability proportional to size (PPS) sampling (the number of rural households was used as a measure of size). At the second stage, 30 households were systematically selected in each of the sampled EAs. A sample of 75 000 households in rural areas (0.5 percent of rural households) was selected from 2500 EAs in 63 provinces.

    Data Collection Notes

Census operations employed over 180 000 enumerators, coordinators (team leaders) and supervisors at all levels.

Short and long form questionnaires were used for data collection. The short questionnaire was used for all households in rural areas; households engaged in agriculture, forestry and fisheries production in urban areas; and all farms and all people's committees of communes. The long questionnaire was used for collecting in-depth information from rural households.

    QUALITY ASSURANCE
The General Statistics Office carried out a post-enumeration survey (PES) from 1 to 15 August 2016 to evaluate the census coverage and content. The PES was conducted in 17 out of 63 provinces and a sample of 1700 households (170 EAs, 10 sample households per EA) was selected to collect data on some of the main indicators such as number of household members, number of household members at the age of more than 15 years, sown area of temporary crop, sown area of perineal crop, number of cows, number of buffaloes, number of pigs and number of chickens. The PES data was compared with the census data, and the difference in the results was between 2 to 6 percent. The results were not used to adjust the census data.

    Data processing

    Data Editing

Scanning was used for one of the questionnaires (Form 01/TÐTNN-HO). Manual data entry was used for the remaining questionnaire forms. The General Statistics Office developed a statistical software to store a database and to obtain tabulations. Most of the statistical indicators were generated using the SPSS and Stata software to extract the data from the census database.
