This is the second Living Standards Survey conducted in Ghana. The first LSS was conducted in 1987.
Abstract
The Ghana Living Standards Survey (LSS) is a nationwide household survey carried out by the Government of Ghana (Ghana Statistical Service) with the support of the World Bank (Social Dimensions of Adjustment Project Unit). The objective of the survey is to provide data to the government for measuring the living standards of the population and the progress made in raising them. The survey data will permit a more effective formulation and implementation of policies designed to improve the welfare of the population.

Sampling Procedure
For the Ghana LSS an alternative procedure was adopted, which takes account of the changes in the measures of size for the selected EAs, but which has the merit of keeping all fieldwork quotas, and therefore the final sample size, fixed. The households in the 200 selected EAs were first listed in the field, and a ratio calculated for each EA (the number of households listed divided by the number of households counted in the census). In a few cases where EAs appeared to be very large, in terms of geographic spread or population size, a decision was made to divide the EA into smaller segments, and to select one segment at random; the number of households listed in this segment was then compared with the estimated size of the same segment in the 1984 Census. Using the same PPS method as described above, 200 'workloads' were then allocated among these 200 EAs, with probability proportional to this calculated ratio. With this method of allocation most EAs received one workload, but a few received two or three or none at all. At the next stage of sample selection 16 households were selected to make up each workload; thus an EA, for example, which received two workloads provided 32 households for the sample. The total sample therefore consisted of 3200 households, and the sample design provided a self-weighting sample, since each household in Ghana had an equal probability of being selected.

Access conditions
The Ghana Statistical Statistical Service accepts the offer of the LSMS Database Administrator to distribute the data from the Ghana Living Standard Survey. The Agreement will operate under the conditions listed below.

1. The Ghana Statistical Service retains complete control of who are allowed to use the data, and all wishing to use the data should obtain prior permission from the Ghana Statistical Service. 2. Before the data may be released by the LSMS Database Administrator, a receipt from the Ghana Statistical Service indicating a fee has been transferred to the Ghana Statistical Service Account with the Bank of Ghana should be produced. Users must contact the Ghana Statistical Service for information on the fee structure. Payment can also be made by check issued to the Ghana Statistical Service and sent to the Government Statistician at the above address.

3. Users requesting permission to use the data should also fill in and send the agreement form which specifies the conditions for use of the data. The preferred method for sending the agreement form is by e-mail.

4. Under this agreement, the LSMS Office will be responsible for distributing the data for all countries outside Ghana, while the Ghana Statistical Service will distribute the data to users within Ghana. The CD-ROMs, containing both data and documentation, will be sent to you as soon as possible.

Use of the dataset must be acknowledged using a citation which would include:
- the Identification of the Primary Investigator
