The first edition of the Permanent Agricultural Survey (PAS) dates back to 1984, and a series of 39 cycles have been carried out. This survey targets households and farms that grow rainfed and/or off-season crops.

The sampling design of the EPA is based on a two-stage stratified approach. Four strata are defined according to household type and village agricultural potential: (1) small producers in low agricultural potential villages, (2) small producers in high potential villages, (3) large producers in low potential villages, and (4) large producers in high potential villages.
In the first stage, Primary Sampling Units (PSUs) are selected within each province (referred to as "domain") with probability proportional to size (PPS), using the number of households in each PSU based on the most recent agricultural census.
In the second stage, six households are selected from each chosen PSU using Simple Random Sampling (SRS). These households are divided into two strata (typically three households per stratum), aligned with the producer categories mentioned above.
This stratification approach ensures representativeness across different types of agricultural producers and agro-ecological settings, while improving the statistical precision of the estimates. As of 2022, the EPA panel includes 5304 households drawn from 1668 PSUs across 884 villages. The sample is updated every five years, with a full agricultural census planned every ten years.
