Agricultural Census [ag/census]
The first agricultural census in Russia was conducted in 1916, followed by censuses carried out in 1917 and 1920. The All-Russia Agricultural Census 2006 was the first comprehensive agricultural census of conducted in the country. The second All-Russia Agricultural Census was conducted in 2016.
The objective of the census was to collect information on the structure of agriculture of the Russian Federation. This information is key for effective governmental policy and research.

Information provided by the Russian Federation includes statistical data for the Autonomous Republic of Crimea and the city of Sevastopol, Ukraine, temporarily occupied by the Russian Federation.
The statistical unit for the Agricultural Census 2016 was defined as "a legal or natural person that owns, uses or rents land designated or used for agricultural production, or raise livestock."

For subsidiary agricultural enterprises of non-agricultural organizations, the following minimum size limits were applied:
For citizens who have a plot of land for individual housing who engaged in agricultural production, a minimum threshold for the area of the plot of 4 ares (that is 0.04 ha) was established.

The creation of the census frame was a major pre-census activity. The sources of the list were: the Statistical Business Register of Federal State Statistics Service (Федеральная служба государственной статистики), the State Land Register formed in the bodies of the Federal Service for State Registration, Cadastre and Cartography (Rosreestr), the Household Books (Registers) in the village administrations, the State Register of Real Estate Rights and Transactions, records of the Technical Inventory Bureaus, records of the Federal Veterinary and Phytosanitary Surveillance Service, records from the bodies of the State Technical Supervision Service, the Unified State Register of Urban Development, and the lists of households in urban settlements compiled for the Census of Population (CP) 2010.
The basis for the formation of lists for households (rural and urban areas) for the Agricultural Census 2016 was the census frames formed at the regional level following the results of the Agricultural Census 2006 and updated on the basis of household record book and other sources.
The census was conducted using a combination of complete and sample enumeration:
In urban settlements with 500 households or more, households with at least one cattle, pig, sheep and/or goat, and/or large land areas, were singled out into a separate stratum and enumerated completely. For the remaining households, simple random sampling was used to select 20 percent of households. To obtain information on agricultural activity of the members of horticultural, kitchen-garden or dacha non-profit associations, systematic sampling was used to select them from the list of operated plots.
Census data were collected using six types of detailed questionnaires depending on the category of the enumeration unit.
The Agricultural Census 2016 census questionnaires covered 20 out of the 23 essential items recommended in the WCA 2020.

In total, more than 50 000 temporary census staff (enumerators, instructors, supervisors, etc.) participated in data collection.
The Agricultural Census 2016 used both self-interviewing and face-to-face interviewing methods for data collection, depending on the type of enumeration unit:
QUALITY ASSURANCE
Emphasis was placed on data quality throughout the census exercise from planning, questionnaire design, training, supervision, data entry and editing, to validation, analysis, and dissemination. A comprehensive mechanism for the monitoring and supervision of fieldwork was established. It included supervision of fieldwork at the level of instruction areas and at different subnational levels, regular reporting and analysis of response rates during data collection, field checks, etc.
In 2012, a pilot agricultural census was conducted in order to test the census methodology, organization of fieldwork and census tools.
A post-enumeration survey (PES) was conducted from 16 to 22 August 2016. The sample supervisory covered each instructor's area, and in each, at least 2 percent of the total number of census objects was included. During the supervisory round, the completeness of the census coverage of all census objects was checked and the reliability was clarified.
The computerized system for the processing of the Agricultural Census 2016 data comprised infrastructures at both regional and federal levels. The regional level comprised a network of regional information-processing centres based at the Federal State Statistics Service regional offices equipped with hardware and software facilities. Data capture using scanning technology (ICR) as well as checking that full coverage of census units was carried out at this level. At the federal level, the Federal State Statistics Service Computer Centre completed the data processing of census data. Data processing activities involved 2209 specialists (at regional level) in 2016 and 143 experts in 2017.
