Agricultural Census [ag/census]
The Population and Housing Census is a major activity conducted by the National Statistics Office of Kiribati every five years since 1985. The Population and Housing Census 2020 was the seventh census since it was first administered by a local Census Commissioner and the fourteenth since the first census in 1931. A module to collect agricultural data was integrated in the Population and Housing Census 2020. Previously, agricultural censuses were carried out before the independence of the country in 1929/1930, 1950 and 1970.
The Population and Housing Census 2020 was conducted to collect statistically sound data and information essential for assessing the full potential of the country and its population, understanding developmental opportunities, as well as vulnerabilities particularly in measuring a country's progress towards sustainable development and the eradication of hunger, malnutrition and poverty.
The census questionnaire included specific agriculture questions, which allowed the classification of households engaged in agriculture and its sub-sectors (cropping, livestock, fishing and handicrafts), the level of agricultural activity, type of crops planted, types of livestock raised, fisheries and handicraft activities. In general, the information gathered from the agricultural questions provided an assessment of the current state of the agriculture sector in Kiribati, including information on the characteristics of the households engaged in the agriculture sector and its subsectors.

The frame for the Population and Housing Census 2020 was built based on the household listing that began in March 2020 and was delayed due to the measles outbreak and the start of the COVID-19 pandemic. Listing activities included map demarcation and boundary delineation of enumeration areas (EAs). Also, GPS was used to record the geographic position of households. The census was based on the complete enumeration of all households in the frame.
One questionnaire was used in the census, which included the agricultural module. The questionnaire covered 10 out of 23 essential items recommended in the WCA 2020.

The Census workforce comprised 462 enumerators, 153 supervisors, 14 headquarters staff, 13 validators, and occupation and industry coders, 1senior accountant, 1assistant accountant, 2 demographers, and 2 IT staff who worked on the maps, the editing, and the data documentation and analysis.
QUALITY ASSURANCE
The questionnaire was designed by the National Statistics Office of Kiribati with the contribution from stakeholders consisting of representatives from ministries, state-owned enterprises, non-government organizations, and non-profit institutions. A pilot census was conducted to test the questionnaire, the CAPI signals for synchronizing data, and the approach to respondents. After the pilot census, adjustments were made to the questionnaire. During data collection, the geographical position via GPS helped monitor households being skipped or recorded as out of bounds of the EAs. Three levels of monitoring took place, i.e., supervisors on the field, data validators and staff in the National Statistics Office headquarters, and monitors from the Server at headquarters both in the National Statistics Office and at SPC using the Dashboard of Survey Solutions. The Dashboard could be seen, simultaneously, by the National Statistics Office in Kiribati and by SPC during the days of the enumeration. Quality assurance was the main objective during the data cleaning process.
Direct data capture was ensured by the CAPI method using Android tablets and Survey Solutions software. Most of the editing was carried out on the field. Data was edited and cleaned using Stata version 15, which was also used for data analysis together with CSPro 6.6. Editing and finalization of data was done by the Pacific Community (SPC). This was a collaborative work by both SPC and the National Statistics Office of Kiribati, and the quality was assured by SPC technical staff and a demographer.
