The 2007 Agricultural Census is the 8th agricultural, livestock and forestry census. The first agricultural census in Mexico was carried out in 1930 and has continued with a 10 year gap, with subsequent ones in 1940, 1950, 1960, 1970. However, from the 6th census, it was decided to carry out the census in the year ending in one, with the purpose of speeding up infromation processing and avoiding overlap with the Housing, Economic and Population census. Thus, the 6th census was conducted in 1981; followed by the 7th census in 1991, thereby continuing the tradition of a 10 year gap statistical production.

However, due to lack of economic resources, the 8th agricultural census could not be conducted in 2001, and it was not until 2007, when it was finally carried out. This census presents information referring to the agricultural year 2006 - 2007 (autumn - winter 2006/2007 cycle, and spring - summer 2007 cycle).
Abstract
This census constitutes a primary source of data that allows for characterizing the structure of the agricultural and forestry sectors in the country. Through this, basic information can be obtained on the identification, location and characteristics of each and every observation unit, which make up the universe of study. These includes production units (with and without agricultural and forestry activities), as well as, households with animal husbandry and livestock; which allows them to be differentiated and analyzed with different levels of disaggregation.

The decennial periodicity of the census allows the conceptual package used to be analyzed and evaluated during the inter-censal period or interval. Also, the information needs of each period are considered and the relevant field tests are carried out. This explains the constant evolution of the themes, concepts and variables to capture, with their respective methodological, conceptual and operational adaptations. Thus, the census is the result of the aforementioned evolutionary process, through seven census exercises, the most recent being the 8th census carried out in 2007.

The operation of the 8th agricultural, livestock and forestry census included 2 different stages: Land enumeration (carried out from June 11 to July 6); and Information gathering (carried out from October 1 to November 30) 2007. The first stage is used in identifying lands and their holders or producers. The main objective here is to generate a directory of producers that can serve as a basic input for the 2007 census. In the second stage, information is obtained from earlier identified producers through a mobile-capture questionnaire.

The goal of the census operation includes:
1. To capture structural information from the agricultural and forestry sector, as well as, to obtain basic information on the economic and technological characteristics of the different production units.
2. To generate a national directory of producers associated with the land inventory, in order, to have a sampling frame to support the development of surveys and research on the sector.

There was full coverage in localities with less than 9,000 inhabitants, and home visits to agricultural and forestry producers in localities of 9,000 inhabitants or more, identified during the land enumeration phase.

Processing of the data was carried out by applying previously designed systems for this purpose, as well as, using both electronic and manual solutions for the reports generated by the systems. These procedures included: capture during the execution of the field operation, clarification, standardization techniques, validation, analysis of the information and generating results.

Data Appraisal
The data collection procedure was divided into two stages, so that the identification and registration of the land, producers and their respective domiciles were first carried out. Once the census frame was built, there was a visit to each and every one of the registered addresses to administer the questionnaires under established strategies.

The 2 stages included:
1. Land Enumeration
It was carried out with the purpose of identifying and locating the land with or without agricultural or forestry activity, as well as, the owners and producers thereof. This was done by delimitation on cartographic material with satellite images as a background and with the support of appropriate informants. This was done in order to register the information obtained on a mobile device PDA (Personal Digital Assistant) and obtain the producer directory.

2. Information gathering
This stage aimed at obtaining information on the production units through the questionnaire incorporated in the PDA mobile device, that was applied to agricultural and forestry producers in urban and rural locations throughout the country, with the support of informants in different locations. In the design of the operational strategy, the concentration of agricultural and forestry producers was analyzed by ranges of inhabitants within localities.

In accordance with the above, two strategies were formulated:

A. Full coverage
In this strategy, a housing sweep was carried out in towns with less than nine thousand inhabitants, in which, through introductory questions, the existence of production units with or without agricultural and forestry activity was investigated, as well as, houses that carry out activities related to the breeding and exploitation of animals, as well as the collection of wild products.

B. Home visit
This strategy involved guided visits to agricultural and forestry producers located within the category of the nine thousand and more inhabitants, identified during the land enumeration stage. It involved direct visits to their homes to administer the questionnaire incorporated in the PDA mobile device.

In accordance with the provisions of the Law of the National System of Statistical and Geographical Information in force: Article 37. "The data provided by the Informants of the System to the Units for statistical purposes under the terms of this Law shall be strictly confidential and under no circumstances. may be used for a purpose other than the statistic ". Article 45. "The Informants of the System will be obliged to provide, with truthfulness and timeliness, the data and reports requested by the competent authorities for statistical, census and geographic purposes, and will provide support to them." Article 47. "The information is not subject to the Federal Law on Transparency and Access to Government Public Information."

Access to economic information microdata is indirect, through the requirement of special tabulations. The user must cover the total cost of his generation.
